This has happened to me, if everyone hasn't been served or filled their plate yet, and someone starts to eat, usually if it's the host that starts to eat, or if I'm in a restaurant and the person who invited everyone (the person who is picking up the tab) starts to eat, then I will slowly start.. I pick up my water glass and take a drink, dab my mouth, drink, then pick up a fork, and hope that everyone has finally been served. I just feel awkward eating while others wait.

Different people are raised with different standards. Just because they're your standards (and it seems to me like a good polite standard) doesn't mean you should feel the need to impose them on someone else at the dinner table. It would likely cause some ill feeling. If this person is someone close to you, with whom you eat regularly, perhaps you should talk about it later. but not in front of everyone

somebody has to start eating or nobody will. lol if you are with an old person, they eat first. if you are a man and are with a woman, she eats first. and i agree with you, if you are the host, you eat after EVERYONE at the table has had one bite. .

Yes. Act on your own values and don't judge others who may have been somewhat 'shortchanged' in the manners department! ;-)
