Why did the Aztecs carve wide, flattened steps into the hillside?

I think, but im not positive, that they did it for farming, because if they left the hills alone, if a strong storm came, it would wipe all their crops right off the hill, and shit. but if thats the true reason, then the aztecs had to of lived in hilly areas, so if they do, then this could be right, lol
