  • In a nutshell, pants made several futile efforts to catch on starting about the end of the Victorian era but they were all viewed as "unladylike" and unfashionable. Until World War 1, when women often had to work, and it was viewed as patriotic, and shortly thereafter, sexy, as Hollywood began portraying them that way.
  • I think that women started wearing pants during World War I when they replaced the men in factories while they were away fighting the war. I don't think that the women were wearing them as a fashion statement. So I would believe that the woman were accepted wearing pants since they were doing important work to help the country during war time.
