  • Neither, though both contribute and people can make choices that can insure poverty (like the choice to drink, use drugs, and participate in unhealthy lifestyle such as not working). But that does not account for all of it nor for generational poverty. Poverty is a societal issue and the government is not the sum total of society. There are a multitude of factors influencing the systems that promulgate poverty.
  • Here's the problem. The government hands money out to people for having 8 kids by 6 different dads, and denies the single mom of 3 who is making an effort by working. The working mom may choose not to work anymore, just to find some relief, and becomes a dependent of the system. You can't blame the impoverished, either. Poverty begets poverty, which is why when you hear stories of successs arising from the ghettos are so inspiring. Families who are poverty stricken have higher rates of people not finishing high school, much less college. Without an education today, it becomes ever increasingly difficult to make a living, and those same people who dropped out will become the next generation's impoverished crowd. You can't really place blame. It's a sad cycle that someone needs to break. I always though, if I had a ton of money, I would buy out the "bad side of town," fix it up and offer it back to the community at an affordable rate. I wish Trump would do it. It's not like he's inexperienced with real estate.
  • The government because it's mostly corrupt officials in the world's governments that are creating poverty in the first place. Some of these people are straight crooks and steal billions of dollars of tax payer money every year. If in doubt, go to americancrossroads.tv and see for yourself. They have all the facts.

  • Neither, the greedy rich are responsible. There cannot be a society where the difference between the highest paid and the lowest paid keeps getting wider. The poor say i want a raise and the employer(rich) says NO. But when the rich want more money they just raise their prices. Our government(US) needs to set a maximum wage. Do you think Dick Fuld deserves 63 million/yr?
  • In places like Africa, the Middle East, and China I would absolutely blame the government. This is because the leaders become billionares by taxing everyone to death. In other places it is usually the individuals fault.
