In the US, is it possible to have a gun permit (be licensed to carry a gun) without actually owning a gun?

Depends on what state you are in. some states do - well most states do for personal reasons - All states allow it for job reasons - i.e. armed security men do not have to own their firearm, it is property of the company, but the employees have license and permits to carry.
