I have this one!!!!! First you don't ever scold them when they come to you. I started with calling my Golden Retriever in a specific tone that I use only for this. And I have super special treats for that tone. In an emergency, ignoring, whatever she is doing, if I call her name in that singsong way, she comes flying because then she knows she gets that special treat. And I keep those special treats only for when I call her in that way. The treats that she goes mental over are dried liver bits. Find one that the dog loves and never call the name in that way unless you are going to give him the treat. I might not always have one on me, but Madi knows if I call in that voice, I will stop what I'm doing and go get her one of those treats.

I suggest you talk to a trainer. (Not PetSmart or the like- look for someone who will work with you one-on-one.) A qualified trainer will be able to train you on becoming a proper disciplinarian, so that he will be submissive to your commands.

Also...strongly recommend a book called "Good Owners, Great Dogs" really helped me.
