Most likely it was rated for a incandescant bulb for the maxium wattage drawn but also for the heat given. Such bulbs actually give off over 90% of wattage drawn as heat. You will be safe using a florescent that draws 60 watts but I doubt you will be able to get it into the fixture if it draws that much. +5

I would suggest that first you need to decide how serious you are about needing and gettting help. There are other help lines, services through churches, social services and hospitals. You may not find the the one you can connect with right away but without some outside help it sounds it is not working the way you are now so you need to change your options.

If by the resets you mean you have ground trips on the outlets themselves I would first suspect the outlet is bad - you can remove the cover and test the wires. As a general rule I do my own. The last trip to Europe I did use AAA as I had a couple of connections that were a little odd so I used a pro. It did cost be an additional $32 through them but what the heck -helped my comfort level. +5
