Hmm.. Sounds similar to a kid starting out with a guitar and the parents wondering if they should get a smaller sized one or not.
I would say to get her a full-size racquet. That way, she will be used to the size from the get-go and won't have to adjust to switching sizes in future, which could be disconcerting.
