Actually, there are two:
1) general age requirement: 14
"b. Age Requirement. You must be at least 14 years old to use the Service."

2) age requirement for AB4Adults: 18

3) I think it has to do with the law in the USA, so it can probably not be changed.
My Bank american bank account was charged for online gambling , is that legeal ? Can banks process these charges ?
