I guess it's no use for the student copying something into a notebook, and reading a serious newspaper is better than something futile, but you should do your tasks at school. Anyway, I think suspending is very exaggerated and there was no need to do so, just a warning.
Are there any teachers out there that can help me know: what are the requirements for a student to be placed in a SRA class? IN FLORIDA

You're reading Was it fair to suspend me for one week? --- Our English literature teacher caught me reading The Wall Street Journal, whereas I was supposed to copy "The dreams of my father" pp. 123-128 into my notebook.
