Well, a lot of the answer to that question depends on the service provider you have.

If you have a Sprint phone, you can use rumkin.com http://rumkin.com/tools/sprint/ to upload files to your phone. You have to have the files in a format that will work on your phone for them to actually play. Most older phones use the QCP format for ringtones, although some newer ones use MP4 or AAC files as well.

If you want a great site that requires a subscription, check out 3gforfree.com http://www.3gforfree.com

They have a couple of tools that allow you to upload your own files, and they have some tutorials in their FAQs that will tell you exactly how to create your own files.

The tutorial I use can be found here: http://www.howardforums.com/showthread.php?s=&threadid=54775 It tells you exactly how to convert any WAV/MP3 to the QCP format so that it will work on most handsets.

I believe that 3gforfree works with other carriers phones as well, but I have never tested it.

    Hope that helps...
