Seriously, I'd have them breathe into a paper bag, so they were breathing in their own carbon dioxide, which would stop them from hyperventilating, which sometimes happens when a person is agitated about something, or is having a kind of panic attack.
Doing that always worked for me, and a doctor friend of mine taught me about that.

You can permanently "calm" someone by holding a plastic bag over his head, but that's not recommended unless you have a very good criminal defense attorney on retainer, or a strong desire to spend the rest of your life in prison.
