Can a hex inverter be used to build a cell phone jammer? If so, how?

    No. Assuming a hex inverter is similar to the popular silicon chip 'hex-inverters' : No.s "7404" or "7414". These are too low in operating-speed (less than 200 Million Hertz) to jam a normal mobile phone, which operates at over 1 billion hertz.
