    Ha, you homework cheater you!
The Acropolis, most famous of columned buildings, is built that way. There are 2 reasons that I know of, there could be more.
    1. when viewing a column from below (looking up) to taper the top gives the column the appearance of 'soaring'. Architecturally appealing and monumental in appearance.
    2. material - when a column is built with smaller drums as it rises, there is a bit less material used. When less material is used, especially in this manner (smaller drums going up), it is better balanced (less chance of falling anytime soon).

    • I don't know about the Acropolis specifically, but I learned that a lot of columns were built with slightly narrower bases so that when you looked up it didn't look like they were smaller - to create the optical illusion of even-ness.

    • Yes, I do know that is done too, but not on such a grand scale.
      Smaller columns...
Personally, I think the builders of the acropolis did the best job.
The building withstood a number of attacks over time, it survived burning. It was damaged by (I think) an Ottoman warship firing upon its treasury.
But look, it is still standing (with help).
      :D
Which buildings have the smaller base columns? I'd like to look at examples (if you don't mind)...

    • Plot13, she did answer your question - can you read? She said that it gives the column a soaring appearance and it also provides better balance while using less material. AND she gave you an example of a building which uses such columns. Just to paraphrase what she already told you. If you're going to be so ungrateful to the people who are helping you to effectively cheat on your homework, why not take it somewhere else?
