The government does not have money to spend, simply. The money they spend is the tax money, which includes all forms of taxation known to society. Obviously, the majority of the money in society is in banks, and when they take a fall, so do the stock markets, as evidenced by the plethora of recent bail outs and stimulus packages. You can bank on that! :)
