I have already stated to a girl I am interested that I would like to spend time with her so I can get to know her.She agreed to it. However,she refused my first date invite by saying she was busy with work. Should I ignore her and let her come to me now?

    I agreed to spend time with someone to get to know them better as we had to work together... and it was an invitation extended without knowing the interest was anything other than as a friend/colleague, when I realised it was more I used the same excuse, that I was busy with work. It is the best non-offensive brush off you can give. Hence you not knowing where you stand.

    My scenario does not necessarily reflect your own however, if I genuinely did have to work and had to refuse someone for this reason, I would make an effort to suggest another time or apologise later and make another suggestion, I would leave it for the moment if I were you. Wait until you are having a relaxed conversation, when you feel confident about the situation and she seems responsive, suggest something else then. Let it happen naturally if you can rather than trying to turn it into a set time and date.
