To whom do the folks who hear the confessions of others confess their own? Is there a definite order to it or is it random convenience?

What if the sins of the person to whom you give your confession are worse than yours? What moral authority does he have to listen?

you should confess venial sins aswell but it's not that important, anyways you must go atleast once a year but you should go once a month the only time you can't take communion is when you have mortal sin and catholics should always avoid mortal

It also depends if your a Roman Catholic under Vatican II rules (currently in place) or a traditional rite follower.
Traditional rites included confession every week
