Explain to the little cherub on the way there what is expected of him/her. Let him/her have time in the store for something fun that they like first, give plenty of warning that the fun is going to end, then do your stuff. If the child acts up, threaten only twice. Then actually leave.

The first time I threatened my child with leaving, I did it. That only happened once. After that, he knew I meant business, so all I have to do is whisper the threat, and he calms down.
