Is LIC Divisional Manager is greater power and designation than any state government PWD Executive Engineer?

Executive Engineer has more power than LIC Divisional Manager.Because LIC is a Corporate Office.But any State Government PWD Engineer is a Government employee. Moreover he is a Gazetted officer. But LIC divisional Manager is not.
