I could interpret this question three ways:

    1. How can I monitor/analyse network traffic to know what it is?
-I'd suggest using a packet sniffer such as Ethereal

    2. How can I monitor or control bandwidth usage for individual users on my network?
-Certain routers have load balancing features and IP accounting features which can do this for you.

    3. How can I verify my network is working?
-Popular tools to do this include but are not limited to: (type the command at a command prompt followed by a /? for details on usage parameters)
    PING
    TRACERT
    ARP
    NSLOOKUP
    NETSH
    NET
NMAP (you'll probably need to download this one first)
