You don't specify where "outdoors" is; is it in your back yard? out in front where just anyone has access? in a carport where there is at least a roof? These all are factors in an accurate, helpful answer.

Let's go for the intermediate--your back yard without a roof: in this situation, a large tarp and strong rack would be a good investment; I would rig an arrangement that will hold the bike frame (so that the tires are not on the ground). Then cover the whole setup with the tarp; be sure to secure the tarp so that wind doesn't undo your care. If you do have a roof, rig a couple of bike hooks and hang it, cover and all. If it's where the public has access, then I wish you luck!
