The answer is a mixture of evolution and need; however, many dogs can have softer fur then cats.

Cats, unlike dogs, are much more demesticated (humanized). Over many generations, softer fur aided in a cat's survival. Think about it...when you goto a vet, you will usually pick the cat with the softest, cutest fur.
