If one looks carefully at the Ten Commandments, it is clear that the first five are about our relation to God, and the second five our relation to our fellow man. Therefore, Jesus was not giving a new set when he said that "on these hang all the law and the prophets;" he was restating the ten specific commands (mostly prohibitions) in the form of two more general, and more encompassing, commands. He never (although I've been told this) CHANGED the commandments, but tried to get the scribes, priests, Pharisees--the "holier-than-thou" of his time--to see past the words in which they were framed into the heart and meaning of them. (And, if you don't think that to love God with ALL your heart and ALL your soul and ALL your might is a lot more demanding than the first five commandments, just try tracking your thinking for one day...and SEE! Ditto the rest of his statement.)
