"C'est la vie" is usually used when something bad has just happened. For example, if I spill some brightly colored liquid on my white dress at a party, I'll get mad for a little bit, then I'll try washing it off, and I will probably finish by saying "Et bien, c'est la vie...". It more or less means "Well, I've got to live with it, I don't have any other choice".
