There are many negative things said about certain people, but many of these can be regarded as honest assessments of one's character. For example, in Matthew 6:5, Jesus refers to street preachers as "hypocrites" who like to hear themselves talk. This appears to be entirely accurate given as how they are normally preaching against things like pride, and expounding humility, all while making sure that everyone can see just how "faithful" (therefore spiritually/morally superiour) they are.

I count as an insult any negative remark that is obviously untrue. This would mean that Psalms 14:1 and 53:1 count as insults (against atheists in this case):

The fool says in his heart, “There is no God.” They are corrupt, their deeds are vile; there is no one who does good.

There's also the comparison of (apparently) non-Christians in Matthew 7:6 "Do not give dogs what is sacred; do not throw your pearls to pigs. If you do, they may trample them under their feet, and turn and tear you to pieces." This implies that any advice will be rather viciously discarded; not because the non-Christian has a different perspective or lifestyle, or weighed the advice carefully and decided it wasn't for them, but because they're beasts who either don't know any better, or are unable to be appreciative.
