Solicitation for prostitution in public is illegal. So what that means is having a conversation about how much money is to be paid for what services. If you don't get caught in a sting (where a cop poses as a client or as a prostitue) having this conversation, the following acts that take place are perfectly legal.
If the verbal 'deal' is make in a private place like a hotel room or residence, then all is legal.
