how do you get a celebrity to see you tweeted them on twitter?

It depends on the celebrity. Some of them do have assistants, but many actually write their own comments. I have no clue how she does it (other than having built connections in the entertainment industry) but my wife has actual conversations with many celebrities through twitter. And yes, they are the real people because she has spoken with them over skype in several cases, and some has made it's way into her podcasts.
