  • Because before most countries establish a government a religion has had some sort of influence over the people living in that country. What religion usually does it has a set of moral tenets that allows establishes a framework for which a government will create laws and how the government will structure itself. that is the short answer.
  • Take a US and world history course please. Oh..then a government/civics class too. Your question suggests you need both. Sorry if that sounds a tad cold but honestly I think a broadened understanding of history and governmental processes could help you.
