I don't necessarily agree with it, but in the end, it is a cost benefit analysis. It also is an evidentiary issue. How strong is the prosecution's case? If you were a prosecutor and didn't have a ton of evidence, would you rather see the defendant go free or do 25 years or do the life sentence he deserves?

Why do you think it is controversial? It does not make sense to hold a long expensive trial when the only purpose is to have the formality of a trial. Moreover, it is not possible to prosecute every defendant. We only try about 2% of cases, and our judicial system is still overtaxed. Imagine if we had to try 100% of cases.
