Its a response to a certain type of song, usually an anthemic ballad- sometimes dubbed "lighter wavers", and traditionally played as the last song of a concert. Incidently, I have no idea why, and I'm not sure anyone else does either. Trying to think of examples.... "Wild Horses" the Rolling Stones "Don't Speak" No Doubt "Don't Dream Its Over" Crowded House "Always" Bon Jovi you get the idea.

The lighter has two meanings. First it is the same as applause. Second it means the audience wants more (an encore).
