Illegally. All ROM sites that used to offer it or any other Pokemon title published by Creatures Inc. should have a statement about being unable to make it available. This is largely due to a lawsuit levied by the Creatures Inc. company. However, if you truly want to pursue the acquisition of a title without lawfully purchasing it from your local retailer (and then subsequently legally backing it up on your own form of digital media) then there are several forum groups that cater to that sort of thing and will provide the ROM for the miniSD adapter (R4?) used to emulate games on the DS. This may, however, require an even greater expenditure on the R4 unit and the Nintendo DS if you do not yet own those items. My recommendation is to take the time you might continue to take in pursuing the illegal answer to your question in getting an occupation with a reasonable wage and then applying those wages to the legitimate purchase of the equivalent products in the physical world.
