I imagine you mean Microsoft Internet Explorerer 7. In my experience IE is slow and subject to many weaknesses. I stopped using it and switched to Mozilla Firefox, which is open source and free. I recommend you download it from the following link and stop using IE: http://en-us.www.mozilla.com/en-US/firefox/

Windows update? or do you mean the update keeps failing? If that's what you mean, then there's probably a standalone file you can download from the microsoft website. Otherwise, you could uninstall and reinstall it.
