If you were tested for COVID-19 and nothing was detected are you still a carrier?
I was in the hospital and got tested for COVID-19 and nothing was detected but my neighbor claimed that I can still be a carrier.

Possibly, but not likely. I mean, you could have caught the virus immediately after taking the test. How would you know? The safest thing to do in a widespread epidemic is to assume everything is contaminated and everyone is infected. It's probably not, but it'd be like someone baking you three dozen cupcakes and telling you that they put poison in exactly one of the cupcakes. If you eat one cupcake, you'd probably be fine, technically, but it's not worth the risk.
