They spent it all suing the federal government after the blacks rioted because nothing says Hope & Change like stealing 15 pairs of Nikes from a store you just broke into.

https://www.usaspending.gov - select the year and Maryland's 7th congressional district, it has the details of where the money was supposed to go, with a full breakdown. The largest chunk of it (over one billion of the $14B - not sure how these guys got $16B, since they don't state their source) went to subsidies for HIV treatments and studies on people with HIV/AIDS. Compare that $14B with Detroit's roughly $720 over the same time period, though.
