    beat the elite 4 and surf west from pacifildog you will see a gap in the rocks go through these rocks and up till you find a cave get to the end of the cave you will find a building (sky pillar) use your mach bike to go over broken floor tiles get to the top of the sky pillar you will find rayquaza (this may be just a rumour but on the second floor of the sky pillar use dig and you will get to the top faster)

    go to pacifidiog town and stay to the left of the rocks there u will need the max/super repels then use the mach bike to get to the to(go at mach bikes full speed) there u will find rayquaza
