      Atomic behavior is governed by electric charge, orbital energies, and other more subtle forces. An atom with its outermost shell filled has no orbital energy to spare and is non-reactive, which we call "noble gas". An atom with one less than a filled shell is extremely reactive with atoms having one electron in the outermost shell. We call that "salt maker", Greek "halogen". So what you are talking about is the progression from one electron in the outer shell to a completely filled outer shell.
