it used to be that a CTI was involved with languages. which meant he was good at schuffling paperwork at a desk. a CTR was involved with radios and morse code traffic. They live off of the dits and dahs and learn to transcribe at high speed into the keys of a typewriter. morse code is like a language. so they are both involved with learning a new langauge.
