I'd explain to him/her that animals feel pain, just like us. I'd then refer the child to a therapist, as abusing animals is something that serial killers tend to do in childhood. If the child was old enough to understand what they were doing, and if I'd given warnings before, I'd consider kicking him/er out. I know it sounds harsh, but I really do care about animals, and violent behaviour tends to escalate. Now it's the cat, tomorrow it could be another child.

Give him or her a job at a slaughterhouse or vivisection lab.

Discipline her. Spare the rod, spoil the child.

Ask him/her if they are aware that they are hurting the animal? Then i would continue to explore to discover what their reasoning is. If there is no reasonable comprehension of the wrongness, restrict them from treating any animal in that way and make very clear the consequences they will have if they do it again.
