Coming towards me, there is a cop or something up ahead. Behind me its an impatient A**hole trying to pass me even though I am already going over the speed limit.

Either turn your high beams off, or if a semi is passing, telling him hes safe to pull in.

It could be for different reasons but is usually used as some type of warning to oncoming traffic. Some use it to warn that law enforcement is ahead beware, others may use it to warn of an obstacle ahead so watch carefully, some may use it to say 'hey, it's me and I'm looking for you so stop'.

Either my lights are off, cops are up ahead, you go first, or the urban legend that the person flashing them is going to turn around and chase me down if I respond.

From the front; speed trap or road obstruction ahead. This includes washed out bridges, as I found out the morning after half my county was declared a federal disaster area. From the rear; Road courtesy. They want to pass safely and do not feel like being an asshole about it. It's a common thing in Europe, but us rude Americans are more likely to floor it or intentionally swerve to block people than let anyone pass.

You are driving too fast and ignoring the safety speed limit and someone is trying to warn you that there is a police radar trap ahead.

If I'm in a truck and the person I just passed does that, it means there is enough room for me to slid back in that lane ahead of them, that' I'm far enough ahead to fit in there.
