Simply walking across the floor sets up vibrations in the walls. I lived in a house that had lath and plaster walls and never had that problem. When I moved into a new house with wall board the pictures started tilting. The fix is to hang with two supports or use that sticky stuff to hold the picture in place. I worked for us.

It's the imbalance in tvhe gravitational continuum as reflected by the wire supporting the picture. In some cases, this is better known as the String Theory, but most often it's the brass wire theory or, in rare cases, the fine chain theory

The same little guy that turns on and off the fridge light comes out at night and shifts the pictures. He gets bored at night once you go to bed.

A little known arthropod that breeds in mats, Gravitas bias, or the Tilt-a-weevil. You can defeat them with that sticky stuff or lil felt pads on the back of the pic. Better yet is to put the picture wire over TWO nails, slide it back and forth till level, it usually stays. Some folks hang pics from two pieces of ultra fine nylon fish lines that go all a way to ceiling. If you don't think you have the skill to do it your self, you can hire pros. Check their references, make sure they are qualified, and have a current artistic license.
