Personally I think it should, but it would be completely unmanageable outside of a totalitarian regime.

I think people should be allowed to have as many children as they can afford. There should be a cap on the # of children the welfare will provide for per household. In MHO.

As soon as China has control over this countyr we will! And I am surprised that the amount of birhths still go up when the jobs and economy suck. Guess people know how to occupy their free time!

I do believe in some countries it is...under certain situations I dont find it a bad idea
