Only States get representation in the house of representatives and congress as defined by the Constitution. D.C. would have to be a state to have representation and it is not. The 23rd amendment to the constitution granted D.C. residents representation in the electoral college. As far as i am educated they have no representation in Congress and the House of Representatives.

Washington DC, Puerto Rico and The US Virgin Islands elect a member to the House of Representatives, but their Congress person does not have voting priviliges in Congress.

So their citizens can be taxed.

Their Representatives can introduce bills and lobby on behalf of them, even though they're not allowed to vote themselves. One city should not be treated as a state.
