  • Only States get representation in the house of representatives and congress as defined by the Constitution. D.C. would have to be a state to have representation and it is not. The 23rd amendment to the constitution granted D.C. residents representation in the electoral college. As far as i am educated they have no representation in Congress and the House of Representatives.
  • Washington DC, Puerto Rico and The US Virgin Islands elect a member to the House of Representatives, but their Congress person does not have voting priviliges in Congress.
  • So their citizens can be taxed.
  • Their Representatives can introduce bills and lobby on behalf of them, even though they're not allowed to vote themselves. One city should not be treated as a state.
