My mom told me that I was supposed to be a twin but the egg of the other one (obviously fraternal) was not fertilized all the way and just dissolved. I've heard of the "vanishing twin syndrome" and that's not it. so what is it?

It is not possible for an egg to be partially fertilized. Unless she was a research subject in a very high tech lab I do not know of any way she could 'know' about an egg that did not get fertilized. Now, if she was told that she was pregnant with twins it is possible that your twin died in utero early on and dissolved due to unviability early on in the pregnancy.
