I would have to say no, for the article that I found:

River otters do not make good pets for several reasons. Rivers otters belong to the same family as weasels, skunks, and ferrets. These animals have the ability to "spray" a musky odor from scent glands located under the tail and they will mark their territory (i.e. your home) with urine and feces. River otters have the potential to destroy most items found in a home. Most importantly, they have an extremely aggressive nature and will bite! Most states require a permit to care for these animals.
