the vehicle that reaches the intersection first. IF 2 cars reach an intersection at the same time and both have stop signs and neither has a yield sign, the vehicle that is to the left yields to the vehicle that is on the right of them. If a vehicle has a yield sign , they yield to the vehicle that does not. All state medical, police, fire and other vehicles always have the right of way.
