It wouldn't be illegal for her to have a roommate, so unless the custody agreement states otherwise, I think the boyfriend could move in as well unless he has a past conviction for child abuse, etc.
It sounds like she makes a habit of this. If you did not question it the first 3 times, when they were younger....what makes this time different? Clearly and unfortunately the children are used to a revolving door. I'm not sure you would have a case since you haven't done anything about it the last 3 times, but check with the lawyer. You're only hope to save them from the revolving door would be to gain full custody.
As long as she has the right to live there (as in, it is her home whether she owns it or not), she can move in whomever she likes.
Now, if he is an abuser, child molestor, or otherwise unsavory character, your husband could conceivable ask the court or mediator to revisit the custody agreement.
um... didn't your husband move a new wife in to live with those same children at some point?
It is called living her life.
There may be a legal issue here. I would advise you to ask your husband to talk to his lawyer about changing the custody agreement. He might have a case against the type of living arrangement you have described. I am assuming you would like to have him get custody of the children.
