A free service, such as Newsvine.com is good, but they put advertising on your site, and use codes to control the content of the advertising. Google and Yahoo will both do the same for you, with their own advertising content added on your site. If you want complete control, you have to pay for it. If you want a server that you pay ($100 per year) try ArteryPlanet.net

Last place that didn't screw my site was 110mb.com, check it out. But if you really want serious control over your site, then consider making your own server. On Windows, a small simple program named UniServer goes well for easy builds. http://sourceforge.net/projects/miniserver/

It depends on what you mean by "best." If you mean "best support" then Hostgator, Bluehost and GoDaddy all have excellent unlimited support. If you mean unlimited hosting the first two are great. If you mean cheapest GoDaddy CAN be cheapest but only if you don't get sucked into their many nickle and dime services. Give us more information and we can help more.
