People can bury articles (give them negative diggs.) There ought to be a story somewhere on Digg with the most buries.

doesn't mean that the story gets negative diggs. It just gets hidden in Digg's algorithm, so it won't show up in your beta recommendations. If you notice when you bury something, it doesn't take a digg away, it just hides it from you; not other users.
