Aside from pure ethanol? I believe the title could go to Vodka which can be made above 90% alcohol, though this is very rare. Absinthe was notoriously strong, but was never quite as high as this, perhaps 80%?

If your looking for pure alcohol then everclear ...( homeburnt 98% )would be my oppinion

As far as how it affects people, I would say Absynthe is right up there. It is very strong and also a hallucinigen I believe.

The above answers are all correct, but why do you want to know? You wouldn't want to DRINK that stuff. Even 151 proof rum tastes like slightly flavored boiling water--Everclear must taste like boiling battery acid.

well the alcohol we drink is ethanol there for if you got some out of a lab you'd have 100% alcohol concentration

Anything 200 proof. I have heard of vodka and some whiskies being that strong which are Legal in the USA but Illegal in certain parts of the World like the Middle East.
