It is true that states have different approaches to this question. In Texas (as in many other states) items sold from Texas to others in the state of Texas are subject to sales tax. If the item is shipped out-of-state, then sales tax is not charged (required to be charged). When figuring sales tax, the shipping fees are also subject to sales tax.
